Town of Windsor Downtown Master Plan

In partnership with the Town of Windsor and Windsor Downtown Alliance (WDA), RVi developed an award-winning plan to create the next evolution of Windsor’s historic downtown.

GOALS

The Town of Windsor, Colorado is growing quickly and sought a fresh take on master planning that would reflect the community’s aspirations for an active, walkable downtown poised for energetic growth, and to evolve the communities’ historic and cultural center. By listening to stakeholders and community members, RVi sought to generate an accessible plan that spoke to broad audiences and energized community support in order to realize the Town’s vibrant aspirations and vision.

OUTCOMES

During Phase I, we listened carefully to the Town, WDA, and community members to understand their aspirations and construct a clear vision for an active, walkable downtown. A bold idea emerged to transform 5th Street into a pedestrian plaza and downtown hub, intersecting Main Street and linking residents to Windsor Lake and nearby parks. Taking a creative approach, RVi set up a living, breathing tool for planning that used engaging and accessible visuals throughout the document. This ingenuity earned the “Colorful Colorado Award: Best Small Town Downtown Plan” at the Downtown Colorado Inc. Annual Conference.

Building on the trust established during Phase I, in Phase II we worked with Town staff to align Windsor’s municipal zoning codes with the downtown plan. Updating the code allowed residential uses on upper stories, attracting more residents to help activate downtown, while enhancing design standards that will result in Windsor’s unique character to be punctuated by future development.

This collaborative effort showcases how RVi builds strong relationships that support communities over the long run, where inspiring ideas and vision lead to practical solutions. We help clients like the Town of Windsor embrace their future and share their voices, from planning to community engagement and design implementation.
